Rose Mwebaza

Rose’s mandate is to provide support for long-term resources planning and integrated development of Africa’s natural resources wealth. The scope of her work covers cross border resources mapping and resources audits, conservation and natural resource counter depletion policies and strategies and climate change and Green Growth policies and Strategies.

Prior to joining the Bank, she was Senior Policy and Regulatory Advisor at the African Mineral Development Centre at the United Nations Economic Commission for Africa in Addis Ababa, Ethiopia. Prior to that, she served as a Programme Management Advisor at the UNDP Regional Office for Africa in Addis Ababa, Ethiopia and as Regional Policy Advisor for Eastern and Southern Africa for the UNDP Bureau for Development Policy in Johannesburg, South Africa. She previously served as a Senior Legal Advisor on Environmental Security for the Institute for Security Studies (ISS) based in Nairobi, Kenya. For over ten years, she was a Lecturer at Makerere University, Kampala, Uganda where she also served as the Head of Department for Commercial Law and Deputy Dean of the Law School. She is a former Carl Duisberg Research fellow at the World Conservation Union (IUCN), in Bonn Germany.

Rose holds a Doctor of Philosophy in Environment and Natural Resource Governance from Macquarie University, Sydney, Australia.
